Mr Manoim highlighted that the Competition Tribunal is re-active and not proactive, and this limits their ability to set measurable targets which would compromise their independence and the reason being that they are adjudicators and not prosecutors. Their agenda is set by the Competition Commission, firms, consumers and trade unions.
