The Committee observed the following: . Ownership of the Limpopo Employment Growth and Action Plan resides in the Office of the Premier. . An Advisory Council was established by the Office of the Premier and a Technical Committee was established that includes the department and municipalities. . The province has a Provincial Growth and Development Strategy, which is the framework from which the Limpopo Employment Growth and Action Plan is derived. . Mining contributes 29 percent of the province's GDP. . The labour absorption rate of the province is very weak at 30,8 percent. . With regard to agriculture, the department is working very closely with the Provincial Department of Agriculture on agro- processing, and various other projects are also underway. The Department, is planning to link up with various other stakeholders on a provincial and national level. . With regard to skills development in agriculture, the Department indicated that it will be addressing the issue concerning unemployed graduates and matriculants by working with higher education institutions and the Department of Trade and Industry (DTI). . No company in Limpopo accessed financial assistance for companies in distress as was provided for by the IDC. . Artisan skills are a challenge whereas mines require them. The Department informed the delegation that it had discussions with the mining houses and the Mining Qualifications Authority (MAQ) in order to address some of these issues. . In certain instances the communities are not united when it comes to mining beneficiation which is a challenge. The delegation noted that the division within communities is beneficial to them and that Government needs mechanisms to address them, especially the provincial departments. . Trade Investment Limpopo is the generic marketing institution for the province. . The delegation raised a concern that tourism in Limpopo is not very well marketed locally. . SASOL is planning to build SASOL 4 (Coal to Liquid) -in Limpopo, to the value of R263B. . Land use in the municipalities need to be reviewed. . The economic indicator information provided by the Provincial Department of Economic Development and the Premier's office was not correlating.
