3.2 Facilities 3.2.1 The Pretoria Female and Leeuwkop Juvenile Correctional Centre are wholly unsuitable for the incarceration of offenders, much less for the incarceration of women, mothers with babies, and juvenile offenders as these categories have very specific needs. The Pretoria Female Centre, which was originally utilised for the incarceration of Apartheid-era political detainees, has to be navigated via a series of narrow corridors and stairwells. Cells are small and allow for very little ventilation. Mothers and their babies were detained in dungeon- like cells with little ventilation and practically no natural light. Overcrowding further exacerbated the already trying conditions. At the time of the visit, the DCS had already taken the decision to transfer mothers and babies to Johannesburg Correctional Centre, where facilities, though not ideal, were better suited to this special category of detainees' needs.
