6.6 Local Government Capacity Building In relation to local government capacity building, the FFC indicated that local government should be central to setting the agenda for capacity- building programmes. Government must therefore establish an intergovernmental-wide framework for understanding what constitutes a lack of capacity within the context of local government. When capacity-building interventions are undertaken with respect to different functional areas, there should be a clear separation of responsibilities, as well as coherent interface, between service authority and the service providers.
