In most databanks the owners of information were allowed to define the extent to which information was made available. As an example, it might be made known that a geotechnical investigation had been carried out over an area but the owner of the data might not wish to release the results for which he had paid, often large sums, into the public domain. The confidentiality of information and possible conflict with the copyright act needed to be addressed.
