Mr Speaker, on a point of order: I refer you to Rule 113(3) of this House. Those Rules state that a reply to a question is limited to three minutes and, with the consent of the presiding officer, further time is allotted. I'm aware of the fact that in the Chief Whips Forum, we have had a debate in respect of extending the time for the President; after all, he is the President. But, sir, I draw your attention to the fact that the answer to the very first question has taken 25 minutes or close thereto. Clearly, that cannot be acceptable in terms of the function of this House. With respect, sir, I do ask you to request the President to limit his reply to a reasonable period. Thank you.
