5.7 The DCS' success is measured against how many offenders re-offend upon release, and how successfully they can be reintegrated. It is speculated that South Africa's recidivist rate is between 55% and 95%. This points to a dismal failure of the correctional system to correct offending behaviour and instill a sense of social responsibility in offenders. These statistics notwithstanding and despite White Paper objectives the care, development, corrections and reintegration programmes continuously receive minuscule allocations.
