[Ms J MANGANYE: Chairperson, hon members of this House, Minister and Deputy Minister, our guests and senior officials of the departments, I greet you all! Our female Ministers, even though I am new in this committee, I would like to welcome you. I am looking forward to working together with you. There is a Setswana saying that women leadership always ends up in crisis, but I have a counter view that says with women leadership people can achieve beyond their wildest dreams. I think this other view shows that in the past authors of proverbs were predominantly men.

You have been appointed to lead this department and I do not have any doubt that you will live up to our expectations by doing your best. As from 1 April 2006, the responsibility for the management, administration and payment of social grants was transferred to the SA Social Security Agency, Sassa. The SA Social Security Agency is a section 3A public entity, the focused institution responsible ensuring that government pays the right grant, to the right person, at the location which is most convenient to that person.
The agency delivery model aims to ensure that the administration and payment of social grants becomes more customer-focused, while ensuring regular reviews of beneficiary eligibility.

[We need to pay attention to the analysis and understanding of social issues, the strategy to get rid of corruption in the department. This should be done with dexterity and firmness. The department has done a lot by extending the social grants from children under 14 years to 18 years, so as the ANC we are satisfied that we have employees who listen to us and are able to implement the policies that we agreed upon at the Polokwane conference. [Applause.]
We also discussed how we as women differ with men when it comes to equality views. As the party that fights for equality of men and women, the department is in the process of changing the qualifying age for men who are 60 years old to enable them to receive social grants.
Seventy percent of social grant recipients still use the "Cash Pay Master" system. This system lands us as the ANC in trouble because it endangers the lives of our people. The criminals at home do not think about anything but how to milk the cow called social grants. Therefore we encourage all people; the Sassa agency is trying to deposit all monies in banks; and hon members when you get to our constituencies, we must try and have social banking, we must encourage the banks to go to rural areas to help people to be able to access their money where they stay. [Applause.]
I would like to say to our chiefs who are here today; this is a challenge to us when we go back to our communities and call meetings discuss social banking. Your presence here, is not about to scoring points. When we talk about the development of the nation we talk about our people who are impoverished and need our help. Therefore, Minister and Deputy Minister, as the committee we say as you've been talking a lot about skills, there is a National Youth Development Agency; let us go and help them. The youth should also help us to lure graduates to come and work in the department so that we are able to end the issue that we are talking about. [Applause.]
The old Setswana saying speaks of home sweet home. Let us work together as the representatives of the nation; let there be no referees without players on the field. [Applause.] As I've already explained we are not here to score points but we are here to help each other because our people are not interested in who helps them but instead they are interested in being helped regardless of their party affiliations on issues that affect them.
Minister and Deputy Minister, the President did not make a mistake, people are happy that you have been appointed to lead this department. We expect a lot from you. I know that you are very active girls - even though I don't know the relevant word to use here - but you are really active girls. We as the ANC support this Budget Vote. Thank you. [Applause.]]
