This covers policy issues around the extension and phasing in of the Child Support Grant up to the age of 18. SASSA will develop a beneficiary maintenance framework to ensure that beneficiaries in the system are properly audited and are still entitled to receive benefits. The payment mechanisms are currently structured that will enable beneficiaries to either receive grants at pay points or receive it through banks. Currently over 70 percent beneficiaries receive payments in cash. This has been identified as risky in terms of the safety of the beneficiaries. It is also expensive to operate in that security guards need to be hired. To address this SASSA plans to move towards a direct banking system.
