Chairperson, hon members, we are told that crime in South Africa has subsided to manageable levels. If that is the case we are pleased with the assessment. But when we take a look at the bigger picture as far as crime is concerned, a sad scenario begins to emerge.
The UCDP supports the budget on condition that the following SA Police Service challenges are addressed: the growing numbers with regard to organised crime; inconsistencies in the implementation of sector policing and resource allocations among different police stations; SAPS members operating without driving licences - presently we have 5 200 members without licences and this hampers service delivery; nonattendance and noncompletion of training courses; and the lack of basic infrastructure in police stations, for example, water, electricity, and sanitation services.
In conclusion, in the same breath we should not lose sight of the fact that we have good policemen and policewomen dedicated to serving us and we are proud of them. Some have also lost their lives in the line of duty. The UCDP supports the Vote. Thank you.
