[This is done to attract those who are known to be specialists in psychology and education, so that they can participate in the programmes of the Department of Correctional Services. This department was once faced with much difficulty in finding people who specialise in these fields to do these jobs. What is good about this is that this OSD will be able to attract them to participate in this programme.
I would like to say that even Popcru will agree with the department that those specialists should be part of this department. Even though this programme is in place, it is very sad to find that in 2007-8 there were only a few inmates who participated in this programme. Only 17 474 of the 113 171 inmates participated, which indicates a small number. Other speakers and my colleagues have concurred with what I am saying in that the number of inmates who participated in this programme was not satisfactory.
Chairperson, I am also talking about the Social Reintegration programme, which is designed for inmates. This means they have to be integrated into the communities and the communities must accept them. Chairperson, this programme has been allocated an amount of R426 million from this year's budget, which is approximately 3, 2% of the budget. We have to remember that the budget allocated for this programme should be able to cater for the release of inmates, in that it has to help those who are released on parole and those who are under correctional supervision.
In that way the ANC government will have public hearings where the communities will be able to participate and understand what is meant by parole. I must say that this programme is very important because it has to help those who do wrong repeatedly, as President Zuma stated in his address during the opening of Parliament. There must be a commitment that the budget of this programme will solve government's complications.
Many resources must be channelled to the programmes that are meant to help people who are released from prison to go back to their communities. I would like to elaborate that this programme will help, because we are aware that when people are released they are not completely accepted in their communities because people are still scared of them. Therefore, this programme will help in doing that. It is of vital importance that this programme be launched as the White Paper states very clearly with no contradictions when it says it has to correct ...
