Let me take this opportunity to stand in this House and thank the Minister of Arts and Culture for the speech that she delivered this morning.
I will speak about a few things that are regarded as priorities by Cope. People living in informal houses try to be creative by doing artworks that portray their history and their future, whilst children involve themselves in music and sport as part of educational recreation. Then something terrible occurs, just like what happened in Durban last week; more than a hundred informal houses burnt down and all their artworks that they were going to sell so that they can also succeed were destroyed. This demonstrates how far they are from reaping the benefits of freedom which only a few are enjoying.
I will speak boldly because, in all honesty, the burning of these informal houses reflects the failure of government to deliver basic services on time to such people. Some are in pain in various hospitals and no assistance has been given to them yet. People in the rural areas have children and it seems as if it is just a pastime when these children sculpture cattle and sheep as they are herding the animals, but that is not just a game. The sculpturing leads to understanding the manner in which they can carve a brighter future for themselves. The budget in this House does not cater for the development of people or support their efforts, and that is unacceptable to most of the people.
The existing budget supports only the people who are here and those who are living in affluent places. [Interjections.] I will say clearly that this budget must support people who are venturing into music and art, and I did not hear that it will. They must register their products because the department will not be able to assist them if they are not registered. I thank you. [Applause.]]
