When you listen to the opposition parties, it is a little confusing, especially when we listened to people like Ms Lotriet from the DA, when she was speaking about violence and encouragement of the use of language. It seems she has forgotten why there was violence. That was with regard to the question of language, as they were fighting against the compulsory use of one language, Afrikaans, because they were also taught that: hy lieg soos 'n koerant [He lies like a newspaper]. [Applause.]
We have members of Cope over there. It seems they were elected just to make a noise when they have nothing to talk about. They have seen the shacks and could not see the development the ruling party is bringing about now.
Ms Van der Walt also has problems with regard to the names of holidays and with that is happening being focused on the same people only. It seems she has forgotten that during this month of June we are celebrating June 16, when many surprising things happened and our children died. Some have still not been found to this day. [Applause.]
Coming to the names she is complaining about, alleging that they are just given, whilst some of them are not yet removed, some of them were named to disrespect the blacks. For example, Swartgat, etc is an insult in our language. Those are insults and you must never use them.
The National Democratic Revolution, NDR, is a system to fight against apartheid, which aims to transform the lives of the people, democracy and the ways of sharing wealth. There is so much inequality between the societies in South Africa that the differences are visible in the socioeconomic sector. They do not want to give up control of the economy. The ANC always has the aim of building a new nation that is bound together by its diversity.
The Freedom Charter stated that the people shall share in the country's wealth, in order to provide books, share ideas and interact with other countries. The aim of education is that it must be provided to our youth so that they could know the people and their culture. Under segregation and apartheid, the culture of many South Africans was undermined and downgraded. Thus, the NDR seeks to emphasise that South Africans should be treated equally and their cultures should be respected.
As a way of fostering unity, at the 52nd national conference, the ANC spelt out the following:
That the government should integrate human systems through community programmes in order to reverse disorder and inequality not only with regard to our heritage sites, but also in our social, economic and industrial relations; to develop the programme which explains the processes that the ANC uses to give names to the streets, towns and community institutions.
Arts, culture and heritage have a challenging task of reviving social integration, unity and reconciliation. Even though steps to foster unity among the different groups of our country were taken, in so many ways the community is still divided. It is very obvious that there are still debates regarding origin, language and social groupings. The ANC has a policy on culture that still has to emphasise wealth and different views on culture in South Africa.
All the people should be promised the rights to follow their culture, language, beliefs and norms; freedom to exercise their skills without interruption and freedom of expression must be guaranteed. Our President, Mr Jacob Zuma, expressed concerns that South Africans have not seen growth in the main sectors, especially in the production and sharing of income growth as a way to create jobs. Decent jobs must be created. There is no other way.
Arts and Culture can help in creating job opportunities, and confirm South Africa as a place to be for tourists, and could be praised by the nations. The President spoke about the duties of this department in reaching the nations and co-operation with other countries. South Africa reached an agreement with Mali to preserve the ancient heritage documents of Timbuktu.
It was said that this rich heritage would show Africa to be the origin of science, literature, philosophy and trade, which were tampered with by the slave trade. We were their slaves. When they were operating the slave trade, they interfered with our things and we could not get them. These things were always hidden and we were not told. This view is the framework of the department. This department is dedicated to revealing our history and our origin, so that we are not just told that we have no knowledge or skills. That is the end of such practices.
The Department of Arts and Culture has done something in the second programme of arts and culture of the nation. It has funded the Cape Town International Jazz Festival and the Standard Bank Joy of Jazz. The second programme has two programmes which are to encourage culture and arts in South Africa and the National Arts Council. That is where funds are directed.]
Most of the funds allocated to this programme are absorbed by transfers and subsidies to provinces.

However, the details of the allocations towards the projects related to the Fifa World Cup are unclear, Minister. They are really unclear. In its 2008- 09 and 2010-11 strategic plan, the department reported that the funds allocated included those for preparation for the opening and closing ceremonies of the Fifa World Cup and that the funding for these projects would end in 2010.
The National Language Service consists of two subprogrammes, which are the National Language Service and the Pan-South African Language Board. They both focus on the development of South African languages by way of facilitating, accrediting the language profession and capacity-building through language bursaries. The department has indicated that it has awarded 90 bursaries to postgraduates and undergraduates in 2008. [Interjections.]

Expenditure growth in the medium term on the National Language Service is predicted to be 1,3% annually.
