The department has adopted a different approach to land reform in order to fast-track the processes of land delivery. The implementation of proactive land acquiring strategies, and land agrarian reform programmes based on 2008 policies such as willing buyer, willing seller is expected to continue during the Medium-Term Expenditure Framework period. Therefore substantial funding is needed for the implementation of all these strategies. The purpose of this paper is to ascertain whether the allocated budget over the Medium-Term Expenditure Framework period is sufficient for the department to meet the targets of distributing 30% of white-owned agricultural land to blacks by 2014 to ensure the finalisation of the restitution programme and other key government priorities of the 2009-2010 Budget.
