Mr M S F de Freitas (DA) to ask the Minister of Transport:
1) In respect of each province, how many bicycles have been issued by the
local authority in the (a) 2011-12, (b) 2012-13 and (c) 2013-14
financial years, through the Shova Kalula Bicycle Project;
(2) Are there any measures in place to ensure that this project is
aligned to the national priorities and action plans in terms of
infrastructure programmes and public transport services; if not, why
not; if so, what are the relevant details? NW1366E

REPLY
(1). The Shova Kalula Bicycle Project has been implemented as pilot
project by National Department of Transport and Provincial Departments
of Transport since 2001. The Department has no information of bicycles
issued by the local authority in the 2011-12, (b) 2012-13 and (c) 2013-
14 financial years, through the Shova Kalula Bicycle Project;
2) The Shova Kalula Programme is a national intervention programme that
is aims to improve mobility and access to social and economic
opportunities including schools for people especially in rural, remote
and poorly resourced areas particularly learners. This programme is
strategically aligned with national priorities in relation to
education by ensuring that learners are provided with access to
educational centres.
In addition the project is promoting the green environment as it does
not emit any Co2. The Non Motorised Transport infrastructure
guidelines - which include the bicycling aspect of transport- are
being finalised to guide bicycle infrastructure planning and provision
in this sub-sector.
