(a)(i) Policy development occurred between 2007-2012 and was before the restructuring and formation of the new Department of Agriculture, Forestry and Fisheries, which makes reconciliation of costs difficult. Secondly, not all the costs in developing the small-scale fishing sector were contained in one cost centre. However, the major cost drivers for the development of the SSF policy were payments for a consultant to develop the policy and then the extensive consultative process required to finalize the policy.
(a)(ii) Concluding the policy is included in the development of policy and would follow the same response as above.
(b) Since the 2015/2016 financial year, costs in implementing the small-scale fishery sector have been contained in one cost centre. The estimate of cost is that R40-42 million will be spent over the two year period, including the current financial year. This includes Small-Scale Fisheries Management staff salaries (including overtime, interns and contract workers) and operational costs (including consultants). It should also be noted given the wide scope of the SSFP a number of costs will have to be incurred by other organs of state other than DAFF once small-scale fishing rights are allocated.
