(1) What spectrum fees were payable by Telkom to the Independent Communications Authority of South Africa (ICASA) in the (a) 2010-11, (b) 2011-12 and (c) 2012-13 financial years; (2) whether all fees were duly paid; if not, why not; (3) whether Telkom paid the revised spectrum fees in the previous financial year in accordance with the new regulations; if not, (a) why not, (b) what amounts are outstanding and (c) how does Telkom's failure to pay its spectrum fees impact on ICASA's ability to collect revenue for transfer to National Treasury; (4) how does she intend to solve this problem to avert future qualifications by the Auditor-General on the basis of ICASA's failure to collect outstanding licence and spectrum fees; (5) whether Telkom has made full use of its spectrum allocation; if not, why not; if so, what are the relevant details?
