(1) Whether, with reference to his reply to question 636 on 12 December 2012, a certain contractor (name furnished) that has been appointed to complete the rebuilding of the N11 between the Bergville N3 interchange and Ladysmith remains the same; if not, (a) why not, (b) what is the name of the newly appointed contractor, (c) what is the value of the contract that has been awarded, (d) how was this contractor selected and (e) what is the contractual date of completion; if so, what are the relevant details; (2) whether all contractual obligations towards landowners who are neighbouring the section of the road under construction have been fully complied with by (a) his department and/or (b) the SA National Roads Agency Limited; if not; what are the reasons for failure to comply; if so, what are the relevant details; (3) whether all necessary environmental approvals from the relevant authorities have been obtained for the mining and/or extraction of materials for the construction of the road; if not, why not; if so, what are the relevant details; (4) whether the appointed contractor will continue to extract materials for construction purposes in the absence of a full environmental approval; if not, what is the position in this regard; if so, what are the relevant details; (5) whether the neighbouring landowners have lodged any complaints regarding damages to their properties as a result of the road construction; if not, what is the position in this regard; if so, (a) how many and (b) what are the details of each complaint?
