(1) Whether, with reference to his reply to question 2400 on 5 November 2012, he intends to take steps to prevent the Tshwane Metro from settling short-term debt by way of long-term loans, as it recently attempted to do in contravention of the Local Government: Municipal Finance Management Act, Act 56 of 2003; if so, what are the relevant details; (2) whether he intends to take steps to investigate alleged financial maladministration in respect of the awarding of the bus service tender; if not, why not; if so, (a) what are the relevant details of the proposed intervention and (b) how will the wasted expenditure and funds be recovered; (3) whether he will take steps to ensure that (a) the identities and qualifications of all personnel are confirmed and (b) charges will be lodged where fraud comes to light; if not, why not; if so, what are the relevant details; (4) whether he intends to take steps (a) against parties who are involved in alleged tender transgressions, (b) in respect of the tender allocations to 65 officials who are conducting business with the municipality and (c) against the more than 3 000 officials working for the Tshwane Metro who are also receiving social grants; if not, why not; if so, what are the relevant details; (5) whether he intends to introduce measures to ensure the removal of criminal elements within the Tshwane Metro Police Service; if not, why not; if so, what are the relevant details?
