(1) Whether any costing has been conducted for the provision of frail care for older persons with regard to the (a) national norms and standards and (b) design of frail care homes; if not, (i) why not and (ii) when will such costing be conducted; if so, what is the (aa) cost for each person for each month in frail care, (bb) subsidy that her department pays for each province for older person frail care and (cc) shortfall in each province for each patient for each month; (2) whether the provision of frail care for older persons that is required is a statutory obligation on the State; if not, why not; if so, what are the reasons for the State not to provide a 100% subsidy; (3) whether she intends to take any steps to ensure the provision of 100% subsidy; if not, why not; if so, what steps; (4) (a) what amount was (i) requested and (ii) allocated to each province in the 2012-13 financial year for the provision of frail care to older persons and (b) for how many beneficiaries was this requested?
