(1) With reference to his reply to question 367 on 16 April 2012, what has the nearly R50 million annual budget for the Office of Standards Compliance achieved in the past four and a half years in terms of validated improvements in the quality and safety of healthcare establishments; (2) when will the National Core Standards (NCS) be ready for full implementation instead of in the priority areas; (3) what has been the cost to the State in the (a) 2008-09, (b) 2009-10, (c) 2010-11 and (d) 2011-12 financial years for meeting the (i) legal and (ii) compensatory costs related to incidents in which patients have been harmed as a result of poor and unsafe care; (4) what scientific evidence has been produced during the development period of the NCS that (a) they have the potential to (i) reduce the number of adverse events and consequent harm to patients and (ii) improve the safety and quality of service delivery in healthcare establishments and (b) users of the National Health Insurance (NHI) can be assured that they will receive safe, quality care in facilities that meet the NCS?
