(1) Whether, with regard to the Municipal Infrastructure Support Agency (MISA), details to support 21 rural districts as identified at the Cabinet Legotla will be made available; if not, what is the position in this regard; if so, (a) what criteria were used to identify these municipalities and (b) what is the (i) service delivery, (ii) capacity of each municipality identified, (iii) administrative capacity and (iv) debt ratio of each identified municipality; (2) with regard to MISA’s involvement in the financial and administrative affairs of the Kouga Municipality, how will (a) each of the five programmes benefit the municipality and (b) MISA reduce the staff component of the administration; (3) whether MISA is only assisting municipalities with expertise; if not, what is the position in this regard; if so, (a) what is the expertise gap which has been found lacking in the Kouga Municipality and (b) how will MISA address financial constraints of the municipality in terms of (i) expertise, (ii) grants and (iii) rate of loans; (4) whether MISA will concentrate on (a) service delivery or (b) capital projects; if not, why not; if so, what are the relevant details in each case; (5) whether MISA transferred any funds to the Kouga Municipality; if not, what is the position in this regard; if so, (a) for which purposes and (b) who will be accountable for the management of the funds?
