(1) What are the budget allocations for each municipality in the Eastern Cape for (a) capital projects, (b) road maintenance, (c) other programmes that are supported by his department and (d) disaster funding for the Department of Roads and Public Works for the (i) 2011-12, (ii) 2012-13 and (iii) 2013-14 financial years; (2) whether the pothole elimination project is included in the annual budget of the road maintenance fund; if not, why not; if so, (a) who (i) funds and (ii) manages the project and (b) at what cost; (3) whether the projects mentioned will be managed by (a) his department or (b) appointed agencies; if so, in case of agencies (i) which agencies, (ii) for which projects and (iii) what are the costs involved; (4) whether the recent flood disaster claims of July 2011 have been included in the current budget process for the 2012-13 financial year; if not, (a) why not and (b) how will it be funded; if so, (i) what amount has been submitted and (ii) for which (aa) municipalities and (bb) projects?
