(1) Whether, with reference to section 6(3) of the Waste Tyre Regulations, 2008, gazetted on 13 February 2009, the Recycling and Economic Development Initiative of South Africa (Redisa) can be regarded as a tyre producer; if not, what is the position in this regard; if so, how was this conclusion reached; (2) what are the (a) names and (b) industry association of all (i) directors, (ii) board members and (iii) senior managers of Redisa; (3) whether the Redisa plan is in line with the Basel Convention Technical Guidelines on the Identification and Management of Used Tyres; if not, why not; if so, how was this conclusion reached; (4) whether any regulatory impact assessments were done on the effect of the proposed levy per kilogram of waste tyre on (a) the industry players and (b) SA consumers; if not, why not; if so, what are the relevant details; (5) what is the (a) levy per kilogram of waste tyre expected to be at the fifth year of implementation of the Redisa plan and (b) expected revenue from the levy that is expected to be generated for each of the first five years of implementation of the plan?
