(1) Does his department’s land reform programme aim to (a) restructure the agricultural sector and (b) create jobs on a large scale through redistributing land to productive black farmers; if so, (i) how will this aim be achieved, (ii) how many hectares of unutilised arable farmland is currently available for redistribution and (iii) will the government offer this land to anyone; (2) to whom does his department intend to offer this unutilised arable farmland as part of his department’s land reform programme; (3) has any research been conducted into the feasibility of designating minimum and maximum farm sizes to productive black farmers; if not, why not; if so, what (a) is the reasoning behind the intention to designate these farms of minimum and maximum sizes, (b) are the findings of the research and (c) are the further relevant details; (4) (a) what percentage of each farming sector is made up of land reform beneficiaries and (b) which farming sectors are a land reform focus for the government; (5) (a) what value chains are currently available for land reform beneficiaries to engage in and (b) is the Government (i) restructuring agricultural value chains and/or (ii) promoting new value chains in an effort to support reform in the agricultural sector?
