Mrs E C van Lingen (DA-EC) to ask the Minister of Basic Education:
(1) Whether the Eastern Cape Education Department has contributed any
funds to school sports development programmes in the past five
financial years; if not, why not; if so, (a) what are the (i) names
and (ii) details of these projects/programmes in each case and (b)
what amount was spent on each project/programme;
(2) Whether her department has budgeted for school sports development
programmes in the 2011-12 financial year; if not, why not; if so, (a)
what are the (i) names and (ii) details of these projects/programmes,
(b) what amount was spent on each project/programme and (c) what
amount is still outstanding for each project/programme? CW475E
REPLY:
(1)
a) Yes, the Eastern Cape Education Department has been budgeting for
school sport development programmes for the past five years.
(i) and (ii) From the provincial operational plans and reports, the
projects range from the hosting and / or transportation of learners to
sporting championships such as National Primary Schools Athletics;
National Secondary Schools Athletics; National High Schools Aquatics;
National Primary School Aquatics; Summer games; Winter games; My 2010
Schools Adventure (Schools Football World Cup version) to hosting the
Provincial Schools Sport Indaba in 2009/10.
b) The financial records are not captured in terms of individual
projects. The information from the Directorate: Provincial budgeting
and monitoring reflects the information provided in the table below
which provides details of the amounts involved for each programme from
2006/07 to 2010/11 financial years:

The same training with focus on the Intermediate Phase will resume in
collaboration with Teacher Development / Curriculum training in CAPS
(Curriculum Assessment Policy Statements) nationally.
(a) An amount of R621Â 000 has been budgeted for.
(i) The budget is for the coordination of the implementation of School
Sport leagues. The project (in partnership with SRSA) aims to
introduce leagues in schools as part of school sport programme.
(ii) The following selected codes have been identified for initial
implementation: rugby, football, netball and cricket. Others sporting
codes will be included incrementally on annual basis.
(b) An amount of R159Â 000 has already been spent to date on coordination
and setting up school leagues systems.
(c) The amount of R492Â 000 is still to be spent on stakeholders
consultation and launch of school sport structures which will commence
in December â February 2012.
The details of how the Provincial Education Departments have spent the
budgeted amount this financial year are provided in the Table below.
