TO ASK THE MINISTER OF PUBLIC WORKS
QUESTION:
Mr W F Faber (DA-NC) to ask the Minister of Public Works:
1. Whether the BMMS (Building Maintenance Management System) project
implementation in the Northern Cape was stopped; if so, why; if not,
what is the current status of the project?
2. What is the amount of money spend thus far on the BMMS project?
3. What is the current situation with regard to the information that was
paid for on the BMMS project?
4. Whether proper consultation was followed with consultants and the
department with regard to this project; if so, what are the relevant
details; if not, why not?
5. Whether this department will implement the BMMS program; if not, why
not; if so, what are the relevant details.
REPLY:
1) The Professionals who designed the BMMS system for North West Province
were only remunerated for the additional work done for the Northern
Cape. The program was stopped from being used approximately in 2001.
Some of the reasons were: (i) that royalties be paid yearly to the
CSIR who developed the basic concept on the software utilized.(ii)
the experience of Gauteng Province, who implement a similar program
with difficulties to do a condition assessment.
2) The details in this regard are not readily available as the Provincial
department of Transport, Roads and Public Works are collating the
relevant information at this stage.
3) The information gathered from the schools was used by the property
section to form the basis of a database of schools for the asset
register. A lot of the information i.e. erf numbers, location etc is
still used today. The information on the condition of the assets is
redundant as condition assessments are done in 5 year cycles.
4) The professional that developed the system for the Northern Cape was
appointed on the basis of the appointment by North West with
consultation with the N C Tender Board.
5) The department will not be implementing the program in future. With
the implementation of the IDIP program and GIAMA requirements; the
requirements for this system is obsolete
