INTERNAL QUESTION PAPER NO 25 of 2012
Mr M J R de Villiers (DA-WC) to ask the Minister of Home Affairs:
(1) Whether her Department has any monitoring systems in place to check
that all vehicles of her Department are in working condition; if not,
why not; if so, what are the relevant details;
(2) whether any vehicles of her Department are not in working condition;
if not, what is the position in this regard; if so, (a) how many, (b)
from which dates were they not in working condition, (c) in which
Provinces are the vehicles located (d) what are the reasons for the
vehicles not being in running condition and (e) what plans are in
place to ensure that all vehicles are in running condition?

REPLY:
1) Yes. The Department of Home Affairs has monitoring systems in place to
check that all vehicles of the Department are in working condition.
The details are as follows:
⢠The Department has appointed Transport Officers nationally for
fleet management
⢠A toolkit is utilised by the Transport Officers in executing
their functions. The toolkit consists, amongst others, of:

- Trip authority forms which have inspection lists attached
- Monthly vehicle utilisation reports which indicate which
vehicles were sent for repairs
⢠Service providers of vehicles provide the Department with
vehicle default reports when servicing the vehicles and request
approval from the Department to fix the vehicles
⢠Officials utilising vehicles are requested to report any
defaults whilst utilising vehicles
⢠Transport Officers and drivers do pre-trip and post-trip
inspections of the vehicles for each trip authorisation which is
issued. Damages and defects are reported to Transport Officers
who in turn make the necessary arrangements for damages /
defects to be fixed
