498. Mr O de Beer (COPE-WC) to ask the Minister of Rural Development and
Land Reform:
Whether any evaluations and assessments of the Comprehensive Rural
Development Plan (CRDP) to fight poverty have been made (a) in (i) 2010 and
(ii) 2011 and (b) from 1 January 2012 up to the latest specified date for
which information is available; if not, why not; if so, what are the
relevant details? CW609E
THE MINISTER OF RURAL DEVELOPMENT AND LAND REFORM:
a) (i) Yes. The Department of Rural Development and Land Reform (DRDLR)
conducted a progress performance assessment study on all CRDP pilot
sites in eight provinces with the exception of Gauteng which was
earmarked as a pilot site. The study aimed to assess progress with the
implementation of the development interventions.
ii) Yes. DRDLR saw the importance of revisiting the pilot sites to conduct
a mid-term evaluation study named âThe Socio-Economic Impact of CRDP
Pilot Projects on the Livelihoods of Communitiesâ. The study was
specifically designed to enable the Department to assess the
significant impact and improvement on the livelihoods of rural
communities since the implementation of CRDP projects in all pilot
sites. The findings of the study were presented to me, a summary of
which is attached as Annexure A.
(b) No. In the current financial year, DRDLR is undertaking a joint
implementation evaluation of the CRDP with the Department of
Performance Monitoring and Evaluation in The Presidency. This is an
independent external evaluation using a service provider procured by
The Presidency.
