Mr M J R de Villiers (DA-WC) to ask the Minister of Basic Education:
1) Whether all offices of (a) circuit managers and (b) school principals
(i) plan and (ii) manage the ordering and delivery of Learners Support
Material (LSM) to schools; if not, (aa) why not, (bb) which offices do
not have these mechanisms in place in each province in each case and
(cc) what plans are in place to ensure that such mechanisms are put in
place in each case; if so, what are the relevant details;
2) Who is responsible to ensure that the ordering and delivery of LSM is
carried out (a) in time and (b) as requested by the schools ? CW572E
Reply:
1) LTSM procurement is a provincial competence. Different provinces use
different methods for procurement. The Department of Basic
Educationâs responsibility is to develop the National Catalogue of
textbooks and monitor its implementation in provinces.
2) (a) and (b) â As above. This is a provincial competence. The
ordering and delivery of LTSM for schools is carried out by provinces.
