341. Mr D A Worth (DA-FS) to ask the Minister of Water and Environmental
Affairs:
(a) How may Irrigation Boards have (i) been transformed and (ii) not
been transformed into Water User Association (WUAs) in each
province, (b) what is the location of each of the Irrigation Boards
that have (i) been transformed and (ii) not been transformed, (c)
what are the duties and functions of (i) those represented on the
WUAs and (ii) Irrigation Boards and (d) what processes are being
followed when such members are elected?

REPLY:
(a) The current status of the process of transformation of
Irrigation Boards into Water User Association is reflected in the
table below. There are 93 Irrigation Boards already transformed
into Water User Associations and 185 not transformed yet.

(b) The table above indicates the provincial location of each of the
Irrigation Boards that have been transformed and those not
transformed. This process of transformation of the Irrigation
Boards started only two years ago. As their transformation is done,
a full audit is also being conducted to determine if there is none
that we may have missed out and also finding their exact location.
It should be noted that these Boards were established in 1956. The
Department is further updating and finalising the database of
existing irrigation boards and WUAs areas of operation. This
operation will be completed within the next three months.
(c) The functions, roles and responsibilities of the Management
Committee (as governing body), are prescribed in Schedule 4 of the
National Water Act (Act No 36 of 1998) (section 94)(2). The
Management Committee is responsible to the Minister and its members
for the manner in which it executes its functions (S95 and item 33
of Schedule 4). The main responsibilities of the management
committee are planning (Schedule 4, part 4), monitoring and
intervention (Schedule 4, part 5), and reporting (Schedule 4, part
6).
(d) The process that is followed for the election of the management
committee is prescribed in Schedule 5 item 12, 14 and 15 of the
National Water Act, 1998 (Act No 36 of 1998.)
