272. Mr R A Lees (DA-KZN) to ask the Minister of Water and Environmental
Affairs:
(1) With reference to the chemicals used in the current water
purification process done by the Uthukela District Municipality
in KwaZulu-Natal, (a) who are the (i) suppliers to whom
contracts were awarded, (ii) directors (iii) members and/or
shareholders of the companies, (iv) previous suppliers to whom
contracts were awarded, (v) directors and (vi) members and/or
shareholders of such companies and (b) what was the value of
each contract in each case;
(2) (a) what are the details of the (i)(aa) successful and (bb)
unsuccessful tenders and (ii) conditions of supply, (b)(i) what
are the names and (ii) amounts tendered for by the (aa)
successful and (bb) unsuccessful tenderers for the supply of
chemicals and (c) what was the actual value of each contract;
(3) whether a procedure was followed to determine the technical
specifications of the water purification process to be used; if
not, why not; if so, what are the relevant details;
(4) whether any alternative water purification processes were
considered; if not, why not; if so, what are the (a) results of
the comparative studies that showed that such processes were
less costly than the one adopted, (b) reasons for not using
these processes and (c) further relevant details?

REPLY:
(1) This question falls outside the mandate of the Department and
should be referred to Department of Cooperative Governance and
Traditional Affairs CoGTA (Provincial).

Traditional Affairs CoGTA (Provincial).
(4) No new water purification processes have been considered as
changes in the processes would require modification of the water
treatment plants. The uThukela District Municipality awarded a
tender for the provision of water treatment chemicals including
chlorine and flocculants.
