Mr D B Feldman (COPE-Gauteng) to ask the Minister of Defence and
Military Veterans:
(1) Whether the initial budget for the Hoefyster Project still
exists in its entirety as no known projects under its
administration have been implemented since its launch in 2008;
if not, why not; if so, (a) what is the current status of the R8
billion fund and (b) what expenses have been incurred towards
the administration of the project;
(2) whether the costs of the project have escalated since its launch
in 2008; if not, what is the position in this regard; if so, (a)
what are the names of the officers and/or members of the
committee that are handling the project and (b) for how long;
(3) whether the committee has been changed; if not, what is the
position in this regard; if so, what are the relevant details;
(4) what are the (a) projected timelines for its final delivery and
(b) current and relevant details?

REPLY
In my reply to question number one on 22 March 2012, I indicated to
the Honourable member that details of the project referred to in the
question will be provided to the Joint Standing Committee on Defence
(JSCD) once it has met requirements of section 199(8) of The
Constitution of the Republic of South Africa, 1996. This is a
Constitutional provision clearly articulated in the Defence Review of
1998, adopted by Parliament as the policy of the Defence Force.
