301. Mr K A Sinclair (COPE-NC) to ask the Minister of Public Enterprises:
(1) Whether his department will furnish details relating to the Ingula
Pumped Storage project; if not, why not; if so,
(2) Whether this project will meet its deadline for completion; if not, (a)
why not and (b) what are the reasons for failure to meet the deadline; if
so, (i) what is the new date of completion and (ii) what are the further
relevant details;
(3) Whether the project is still within its R17 billion budget; if not, (a)
why not, (b) what is the new projected cost and (c) where will the
additional funding be sourced from; if so, what are the relevant details?

Reply:
(1) Information regarding the Pumped Storage project is provided in part (2
and 3) of the response below.
(2)(a-b)(i-ii)(3)(a-c) Eskom has in the interest of transparency been
communicating with stakeholders on a regular basis about the state of the
power system; financial results; and the build programme. In particular,
relevant information on Ingula has also been provided. The details
regarding Ingula are as follows:
⢠All 3 units of Ingula (amounting in total to a peaking capacity of 1
352 MW) are expected to be commissioned during the 2014 calendar year.
⢠Excluding capitalised interest, the total cost for the completion of
Ingula will be between R21bn and R22bn. This is the amount that was
included in the work performed by Eskom during 2010 to finalise its
R300bn funding plan. This funding plan (through to the completion of
Kusile in 2017/18) was more than 70% secured at the end of June 2011.
