1) Whether payment of weekend overtime is no longer applicable to
correctional officers; if so, what are the reasons for this;
(2) whether this was negotiated with all relevant unions; if not, why
not; if so, what are the relevant details? NW119E
REPLY
(1) Weekend overtime per se is no longer applicable to Correctional
Officers due to the fact that the Department have moved to the 7 Day
Establishment with effect from 01 July 2009. Correctional Officers whose
shift falls on a Sunday or Public Holiday are compensated in terms of
the Determination on Working Times in the Public Service.
Overtime will only be paid to a Correctional Officer if such officer
performs work in excess of the expected hours of work; which is 45 Hours
for Centre Based and 40 Hours for Non Centre Based per week, aggregated
over two weeks or 14 days.
(2) The department negotiated the implementation of 7 day work week with
recognized unions when the Occupation Specific Dispensation (OSD) for
correctional officials was negotiated. GPSSBC Resolution 2 of 2009 was
signed with the majority unions POPCRU and NEHAWU; PSA did not sign the
resolution, as is the case in all resolutions.
