177. Mr D A Worth (DA-FS) to ask the Minister of Police:
How many (a) SA Police Service dockets were lost in the Free State in (i)
2008 and (ii) 2009 and (b) lost dockets have resulted in charges in respect
of (i) defeating the ends of justice and (ii) negligence?

REPLY:
(a) (a) (i) 2008 - 74
(ii) 2009 - 31
It should however be noted that 39 of these dockets were lost after the
offices of the detectives were broken into and the dockets stolen. The
organized crime unit subsequently successfully arrested the person
responsible for the theft but the dockets had been destroyed.
In addition in all cases where the original dockets were lost (including
the 39 stolen), duplicate dockets were opened and therefore the loss of the
original dockets has not resulted in the cases not being fully
investigated. This is because the CAS system has a content index of all
information contained in the docket and this together with the
investigators diary can then be used to reconstruct the dockets.
(b) (i) 1
(ii) 0
