Mr M J R de Villiers (DA-WC) to ask the Minister of Basic Education:
What (a) progress has been made with the Quintile 1 schools since the
date of commencement, (b) challenges have been encountered so far in
(i) schools and (ii) grades, (c) steps have been taken to remedy the
challenges encountered, (d) recommendations have been made to rectify
these challenges in each case, (e) are the names of each school that
(i) was already included in the plan and (ii) he intends to include
and (f) are the relevant grades in each case? CW643E

b) All quintile 1 schools were declared to be no-fee schools in 2007
after whichthey were not allowed to charge compulsory school fees.The
ensuing challenge was to ensure that state funding reach these schools
in good time.
c) In order to ensure the timely transfer of funds, dates by which these
transfersshould be completed were identified and gazetted.
d) Answered in (c) above.
e) A list of all schools classified as quintile 1 in 2012 may be accessed
on the Department of Basic Education website: www.education.gov.za.
f) The list referred to in (e) contains an indication of the phase
covered by each school.
