Elections for Sale: Party Funding – A Necessary Evil?

Background

South Africa finally has a draft Bill attempting to regulate private funding to political parties. The ad hoc committee is in the process of taking submissions from the public on the (Draft) Political Party funding Bill, 2017. In the interim too, a ruling by the Western Cape High Court has ruled the Promotion of Access to Information Act (PAIA) unconstitutional as it fails to make provision for the regulation of private funding to political parties. What are the essential ingredients of the Draft Bill before Parliament and what impact might the Bill have on our political landscape?
