Committee deliberations: . Norms used by the Global Merger Control Index - A full methodology is used in arriving at the rankings, which include: consistency in decision-making, reliability of the organization and the turnaround time. The significance of the ranking is that it indicates that SA is a business friendly destination as processes are efficiently attended to. . Collusion in the retail sector - the Commissioner indicated that its work in this sector is ongoing. . Non-referred complaints at screening - these 41 cases are from the general public, which were not within the scope of the CC. . Measuring impact of interventions by the CC - According to the Commissioner the CC is good at keeping output indicators, but found it difficult to measure its impact, for example the fall of prices in bread. . Clarity on why the Department of Health and the Cape metro was identified for the advocacy campaign - The CC indicated that this was entirely responsive, as these entities had responded to the CC's call for training. . Turnover of cases in litigation - according to the Commissioner most cases are litigious in nature, and therefore businesses tend to challenge the CC, which in fact delays the process. . CC vis a viz other countries on the continent - The CC, according to the Commissioner is seen as the flagship agency on the continent, where many countries look for direction and input from SA regarding competition issues. . Role of committee to strengthen CC's activities - the Commissioner indicated that the Committee could, where possible, independently take a stance on certain matters, as was the case in the bread price-fixing scandal. He further noted that the committee might assist where one of the respondents is a State Owned Entity, where the committee might enquire with the entity why it is contesting certain issues. Committee recommendations . The Competition Commission must foster improving cooperation and coordination with other entities/departments as this will be fundamental and critical in the effectiveness of the Commission. . The Competition Commission must act more vigorously, by pro-actively investigating cases where there is possible collusion in the different sectors of the economy. . The Competition Commission must submit a detailed report to the committee on its budgetary and staff requirements by Friday, 19 November 2010. . The Competition Commission must fast track and prioritize their intake of interns.
