Departmental budgets increasingly contain non-financial information on outputs and outcomes. This is in addition to the financial information, which relate mainly to inputs such as expenditure and income patterns. Reporting on performance is a fairly new concept in the South African budget system. However, it forms part of the budget reform agenda, which was embarked on since 1999 with the introduction of the Public Finance Management Act (Act 1 of 1999).
