Chairperson, I move without notice:
That the Council -
1) notes that in the Eastern Cape there are 6 000 part-time teachers who have not been reinstated this year due to the "double-parked" teachers which the Eastern Cape department of basic education has not been able to sort out since 2005 and, with an average ratio of 1 teacher to 40 learners, a minimum of 240 000 learners are not being taught properly;
2) further notes that due to the financial constraints in the department, the school transport scheme has been stopped in all instances. Some of the rural routes were reinstated but the majority of learners, especially high school learners, have been stranded without transport;
3) realises that in Jeffrey's Bay, for example, there are about 1 000 children and in St Francis Bay there are about 600 children on the transport programme routes that are not going to school because the department has not paid the contractors, and communities have held several meetings with the contractors begging them to take the learners to school;
4) requests an immediate hearing with the Eastern Cape department of basic education with regard to the teacher appointments as well as the reinstatement of learner transport; and
5) further requests the department to immediately reinstate all routes to the schools to give learners full opportunity to education, and to finance the commitment to the contractors.
In light of the objection, the motion may not be proceeded with. The motion without notice will now become a notice of motion.
