Chairperson, I hereby move without notice:
That the Council -
1) notes the enormous progress that had been made since 1994 in improving the living conditions of our communities, especially in the informal settlements and rural areas throughout South Africa and the provision of infrastructure and bulk services, basic and other services, housing, etc;
2) further notes that such progress was possible as a result of the interventions and programmes of the ANC and is evidenced and confirmed by a recent report on research conducted by the Council for Scientific and Industrial Research;
3) acknowledges that huge backlogs still exist which need to be addressed as a matter of urgency and priority and that the announcement by the Minister for Co-operative Governance and Traditional Affairs to make an amount of R11,4 million available to South Africa's 283 municipalities as part of a municipal infrastructure grant aimed at helping municipalities to build and/or upgrade their bulk infrastructure, is therefore welcomed; and 4) calls on all municipalities to ensure that the funds are spent effectively and for the purpose for which they are meant and further calls on the department and provincial governments to monitor the spending from time to time.
