New Regulations To Tackle Tender Fraud And Overpricing (Draft Resolution)

    Chair, I hereby move without notice:

    That the Council -

    1) notes and welcomes the new strict regulations announced by the Minister of Finance which are designed to crack down on tender fraud and overpricing and to ensure that supply chain processes are watertight and secure at all levels of government, including municipalities;

    2) further notes that in terms of the regulations, National Treasury will among other things -

    a) monitor all tenders priced above R500 000 at all levels of government, including municipalities;

    b) list on its website the names of all companies that bid for a tender as well as details of the winning bid, including the price;

    c) publish a tender blacklist, naming companies and their directors and officials as well as individuals no longer eligible for government business because of poor performance, maladministration and fronting; and

    (3) takes this opportunity to commend the National Treasury for demonstrating leadership and heeding the call made by President Jacob Zuma to put an end to the selfish criminal deeds of those who feast from the resources of our people and dip their hands in the public till to enrich their selfish lives.

    Motion agreed to in accordance with section 65 of the Constitution.
