Chairperson, I hereby give notice that at the next sitting of the Council I shall move:
That the Council -
1) notes the assurance given by the hon Minister of Labour, the hon Mildred Oliphant, and President Jacob Zuma that the proposed changes to employment equity legislation would not impact on job opportunities for coloured or Indian people;
2) denounces as nothing but a cheap "swart gevaar" strategy the DA- linked trade union Solidarity's claim that the proposed employment equity legislation would lead to a million coloured workers in the Western Cape being replaced with blacks;
(3) acknowledges the ANC's commitment to the creation of a united, nonracial, nonsexist and democratic society;
(4) further acknowledges that Solidarity remained silent when the DA- led City of Cape Town and the Premier of the Western Cape province ordered police to open fire and shoot unarmed citizens of Hout Bay and when the City of Cape Town enacts draconian legislation that makes it illegal for poor communities to use public transport such as trains and taxis to go to clinics and hospitals and even regulates the number of times when dogs should bark; and
(5) takes this opportunity to condemn such blatant hypocrisy of Solidarity and the DA as nothing but a stale bread of hatred and the spoiled meat of racism that is intended to resurrect the evil system of segregation by causing false anxiety among our people in the Western Cape.
Chairperson, I hereby give notice that at the next sitting of the Council I shall move:
That the Council -
1) notes with utter dismay and shock the brutality of law enforcement officers of the DA-controlled City of Cape Town when they recently opened fire on poor and unarmed people who were merely seeking to earn an honest and decent living;
(2) further notes that this brutal apartheid-style shooting followed on serious allegations of a mayoral committee member and a former DA councillor of the City of Cape Town having shot at innocent people;
(3) takes this opportunity to condemn in the strongest terms this serious and illegal onslaught on the lives of poor and unarmed African and coloured people; and
(4) calls on the national Minister of Police to launch an in-depth investigation into the shootings referred to.
Chairperson, on behalf of the DA, I hereby give notice that at the next sitting I shall move:
That the Council -
1) expresses its appreciation to all women for their contribution and sacrifices in making the world a better place for our children and all of us; and
(2) requests all men to protect with all their means their children and women against abuse and to create an environment where they can feel safe and receive equal treatment and equal opportunities in society to fulfil all their expectations and receive the love and respect they deserve.

1) notes that the DA supports the actions and point of view of Minister Trevor Manuel that Jimmy Manyi is a racist for stating that there are "too many" coloureds in the Western Cape;
(2) further notes that Jimmy Manyi's remarks are contrary to the Constition of South Africa which protects people's right to residence and association;
(3) acknowledges that nobody in South Africa has to make excuses for his or her race or choice of affiliation;
(4) further acknowledges that the ANC's support for Jimmy Manyi bears testimony to the fact that the ANC is unsympathetic and insensitive towards "coloured" people; and
(5) asks whether the ANC can be trusted with matters regarding racial diversity in our beautiful country South Africa.]
Chairperson, on behalf of Cope, I give notice that at the next sitting of the Council I shall move:
That the Council -
(1) notes the urgent necessity for the Minister of Police to openly and thoroughly investigate who authorised the visit by two police officials to the office of the Public Protector and why this was done without observing the protocol which routinely prevails between agencies of state;
(2) further notes the urgent necessity of assuring the Public Protector that the independence of her office was constitutionally guaranteed and that no one working in that office should ever feel traumatised again because of the police unconstitutionally attempting to violate that constitutional right; and
(3) acknowledges the need for those who authorised the visit, ostensibly to intimidate the Public Protector, to have criminal charges levelled against them.
Chairperson, on behalf of the DA, I hereby wish to give notice that at the next sitting of the Council I shall move:
That the Council -
(1) notes that according to the Eastern Cape Herald, Ms Pankie Sizani was suspended from her position since October 2010 as the head of the Port Elizabeth education district office's early childhood development unit because she allegedly had 99 ghost teachers on the payroll employed at ghost schools and enriched herself with an estimated R500 000;
(2) further notes that -
(a) the leave register at the district offices says she is on ``leave'';
(b) the 99 ``ECD practitioners'' have been paid an amount of R6 500 per month and
(c) the 99 ghost teachers paid kickbacks to Ms Sizani; and
(3) requests the national Department of education to immediately investigate the ghost schools in the Eastern Cape, ensure that Ms Sizani is suspended ``without pay'' and ensure that the rule of law will prevail and all parties will be criminally charged.
Chairperson, I hereby give notice that at the next sitting of the Council, I shall move:
That the Council -
1) notes that the Acting President of the Republic of South Africa, Kgalema Motlanthe, announced the date for the local government elections during the last sitting of the Council;
2) takes this opportunity to welcome the announcement of the elections date, which will be 18 May 2011; and
(3) extends its profound appreciation to the Deputy President for continuously supporting the work of the NCOP and its strategic importance in our democratic dispensation, particularly as the central hub or the depository for the issues facing provinces and local communities in our country.

1) notes that an ANC member and heavyweight, Paul Ngobeni has lashed out at National Planning Minister Trevor Manuel, calling him a "gangster of the worst kind"; 2) further notes that this outburst by Ngobeni is uncalled for and unacceptable and once again confirms that the ANC is no longer the party that represents the interests of all the people of South Africa, and that racism has infiltrated the highest order in the ANC; and
(3) acknowledges that any form of racism should not be tolerated in our modern democratic society and that this House, and especially the ruling party, should condemn racism in all forms.]
Chairperson, I rise on behalf of Cope to give notice that at the next sitting of the Council I shall move:
That the Council -
1) notes the urgent necessity for the Department of Public Works to investigate and report on the disappearance from duty of two officials following a revelation that they had been unlawfully issuing school transport contracts under a tree;
2) acknowledges the serious negative effect that this has had on learners living on farms in the affected rural areas; and
(3) recognises the necessity for the Portfolio Committee on Public Works and other relevant committees to pursue this matter and for the Minister of Public Works to take steps to locate the offenders and to lay charges against them.

(1) notes that municipal officials as well as traffic officers are at times required to remain absent for longer than 60 days during disciplinary processes;
(2) further notes that this has a direct impact on service delivery in the provinces; and
(3) takes into account that this situation places a financial burden on our councils, which are already floundering because of financial constraints and therefore cannot endure this.]
Chairperson, on behalf of the DA, I hereby give notice that at the next sitting of the Council I shall move:
That the Council -
(1) notes that scholar transport has been stopped for all learners in the Eastern Cape, except for the routes to farm schools, which are all primary schools;
(2) further notes that at least 1 800 learners in Kouga and Koukamma do not get to the schools, whether primary or secondary, and that there are many places, like Jeffrey's Bay, where there are no high schools and the learners are transported to schools in Humansdorp;
(3) recognises that many Xhosa-speaking scholars are struggling to get to the nearest school where they can be educated in Xhosa at both primary and secondary level;
(4) realises that the scholar transport contractors in the Eastern Cape have not been paid for the months of October and November 2010;
(5) further realises that this year the contractors have transported scholars in good faith that the Eastern Cape department of education will meet their commitments to the youth and education; however, by doing so, they are putting their own businesses at risk, as banks are demanding payment for vehicles on lease and there is no written communication by the department that supports the contractors to secure their vehicles and retain their staff; and
(6) requests the national Department of education to immediately -
(a) investigate the contracts of scholar transport, specifically at the Uitenhage office, from the 2007 financial year;
(b) resume the transportation of all scholars in the province;
(c) pay all monies due to the contractors for October and November;
(d) offer some form of remuneration for the transportation of learners to the contractors for the first term of this year; and
(e) investigate the nonallocation of transportation tenders to contractors over the past four years and ensure that tenders are properly processed and awarded for the new financial year.
