That the Council debates -
1) the prompt and speedy suspension of Mr Paul Ngobeni for the statements he made in the media against Minister Manuel and the need for the President to have done exactly the same with Mr Jimmy Manyi;
2) the need for the Minister of Defence to give reasons for her action so that the context in which her decision was made can be better understood; and
3) government's strategy and programme for thoroughly resolving the national question so that everyone in government operates from a common platform.

(2) voorts kennis neem dat die sterftes van 81 babas in Januarie en Februarie, aldus die berig in Rapport van 13 Maart 2011, 'n groot tragedie is en bewys dat die Oos-Kaapse Gesondheidsdepartement onder ANC-bestuur swak en onverskillig is;
(3) erken dat dit betreurenswaardig isdat die Charlotte Maxeke Akademiese Hospitaal in Johannesburg steeds nie aan goeie en skoon standaarde voldoen nie;
(4) voorts erken dat hierdie onaanvaarbare praktyk in staatshospitale en die sterftes van onskuldige babas geweldig traumatise omstandighede vir ouers en families veroorsaak en onverskoonbaar is;
(5) 'n beroep doen op minister Aaron Motsoaledi, Minister van Gesondheid, om hierdie probleem onmiddellik uit te wis en ontslae te raak van onbekwame en onverantwoordelike amptenare, en te sorg dat die moniterings- en evalueringsmeganismes en -prosesse nougeset uitgevoer word; en

[Mr M J R DE VILLIERS: Deputy Chairperson, I hereby give notice that on the next sitting day of the Council I shall move on behalf of the DA:
That the Council -
1) notes that it is unacceptable and a disregard of human rights that any babies should have to die due to negligent management and unhygienic conditions in state hospitals;
2) further notes that the deaths of 81 babies in January and February, according to a report in the Rapport dated 13 March 2011, is a big tragedy and proof that the Eastern Cape's health department, under ANC management, is poor and indifferent;
3) acknowledges that is deplorable that the Charlotte Maxeke Academic Hospital in Johannesburg still does not comply with proper and clean conditions;
4) further acknowledges that such unacceptable practices in state hospitals, which are causing the deaths of innocent babies, are bringing about extremely traumatic circumstances for parents and relatives, and are inexcusable;
5) makes an appeal to the Minister of Health, Aaron Motsoaledi, to eradicate these problems immediately by getting rid of incompetent and irresponsible officials and ensuring conscientious implementation of monitoring and evaluation mechanisms and processes; and
6) further requests that the Council debates our health care and its quality.]

That the Council debates -
1) the removal of 15 scholar transport buses which failed roadworthy tests from various routes in the North West province by the North West road traffic management authorities;
2) the plight of affected learners from farming communities around the towns of Lichtenburg, Coligny and Koster; and
3) the fact that, despite the commitment by the MEC for human settlements, public safety and liaison in resolving this situation, learners are still missing valuable teaching and learning time.

That the Council debates -
1) collateral damage as a result of disgruntled taxi operators in the Western Cape;
2) the unfortunate death of a passenger in a bread delivery truck and the permanent physical and mental scars borne by 11-year-old special needs student Shumeez Scott; and
3) the need for unions and associations to be held accountable for their actions, while respecting the right of parties to air their frustrations

1) expresses its condolences to the family of Prof Carel Boshoff who passed away yesterday at his home in Orania;
2) notes that while many of us may not have agreed with his views, South Africa was a richer place for his existence; and
3) further notes that he gave considerable thought to the concept of self-determination and, though his plans did not come to fruition, many significant lessons were learnt.
May his soul rest in peace.

That the Council -
1) notes that members of the SA National Taxi Council, Santago, of the Western Cape have started striking to protest against the Western Cape provincial government for not addressing their concerns and unhappiness, inter alia, about the red tape and delays relating to the issuing of operating licences by the provincial administration; 2) further notes that when the Western Cape MEC for transport and public works, Mr Robin Carlisle, and the DA were in opposition in the Western Cape, they used every opportunity to propagate how he and the DA would solve the problems in the taxi industry, in particular relating to operating licences; and
3) calls on the MEC, Mr Carlisle, to put his money where his mouth is and to meet with members of Santago as a matter of urgency and resolve the matter without any further delay.

That the Council debates a strategy to be adopted which will deal with the rising number of teenage pregnancies in the province of KwaZulu- Natal, which is currently at 17 260, and its resultant high impact on the sectors of health and education.

That the Council -
1) notes the apparent ongoing paranoia and allegations by the DA leader, Helen Zille, that her telephone calls are being monitored by the National Intelligence Agency, NIA, despite the fact that the Ministry of State Security has on more than one occasion categorically denied such allegations;
2) further notes that while Ms Zille lays no reasonable or any foundation for her unfounded allegations, her ongoing allegations are nothing less than a smokescreen to hide the internal turmoil, disillusionment and unhappiness within the DA as well as the fact that elements in the DA are continuing to undermine her due to unhappiness over the appointment of her friend and political ally, Patricia De Lille; and
3) takes this opportunity to dismiss with utter contempt such baseless and unfounded allegations as nothing but desperate electioneering.

That the Council debates -
1) the lack of sensitivity and professionalism displayed by Mr Falaza Mdaka, the executive mayor of Vhembe Municipality, during an imbizo at Tshamulungwi on 11 March 2011;
2) the inappropriateness of the response given by the mayor to a question about the scarcity of water in the area, telling the people that it was not possible for him to strike at a rock with his staff, as Moses did in the Bible, for water to begin gushing out in order to serve the people of Vhembe; and
3) the need for all executive mayors to have an imbizo of their own to discuss the problem of water scarcity in South Africa, and the best way of providing people with water, with the resources and technology available, rather than destroying their hopes of getting water as Mayor Mdaka did in Tshamulungwi.

Deputy Chair, I hereby give notice that on the next sitting day of the Council I shall move on behalf of the Congress of the People:
That the Council debates - 1) the occupational hazards suffered by our children in Eersterust, learning in schools that contravene minimum safety standards with regard to ventilation, broken roofs and ceilings, broken windows and doors and including overcrowding where classes average 46 children per class;
2) the fact that these contraventions have gone highly unchecked with a large number of schools in the Gauteng province creating health risks and safety hazards due to a lack of compliance with occupational health and safety issues; and
3) the department's programme and strategy in co-operation with making sure such occurrences as happened at Philena Primary School in Olievenhoutbosch, Gauteng, are not just the tip of the iceberg.

That the Council acknowledges -
1) the need for equal treatment of prisoners released on parole for a terminal medical condition;
2) that all parole prisoners be treated equally and fairly;
3) that regular assessments are done once they have been released; and
4) that if the parolees in any way abuse their conditions of parole, they immediately be called back to prison.
