Adjunkvoorsitter, tydens die volgende sitting van die Raad sal ek namens die DA voorstel:
Dat die Raad -
(1) kennis neem dat dit onaanvaarbaar en 'n miskenning van menslike regte is dat enige babas in staatshospitale sterf weens die nalatige bestuur en onhiginiese omstandighede in hospitale;
(2) voorts kennis neem dat die sterftes van 81 babas in Januarie en Februarie, aldus die berig in Rapport van 13 Maart 2011, 'n groot tragedie is en bewys dat die Oos-Kaapse Gesondheidsdepartement onder ANC-bestuur swak en onverskillig is;
(3) erken dat dit betreurenswaardig isdat die Charlotte Maxeke Akademiese Hospitaal in Johannesburg steeds nie aan goeie en skoon standaarde voldoen nie;
(4) voorts erken dat hierdie onaanvaarbare praktyk in staatshospitale en die sterftes van onskuldige babas geweldig traumatise omstandighede vir ouers en families veroorsaak en onverskoonbaar is;
(5) 'n beroep doen op minister Aaron Motsoaledi, Minister van Gesondheid, om hierdie probleem onmiddellik uit te wis en ontslae te raak van onbekwame en onverantwoordelike amptenare, en te sorg dat die moniterings- en evalueringsmeganismes en -prosesse nougeset uitgevoer word; en
6) voorts versoek dat die Raad gesondheidsorg en die gehalte daarvan debatteer. (Translation of Afrikaans notice of motion follows.)
[Mr M J R DE VILLIERS: Deputy Chairperson, I hereby give notice that on the next sitting day of the Council I shall move on behalf of the DA:
That the Council -
1) notes that it is unacceptable and a disregard of human rights that any babies should have to die due to negligent management and unhygienic conditions in state hospitals;
2) further notes that the deaths of 81 babies in January and February, according to a report in the Rapport dated 13 March 2011, is a big tragedy and proof that the Eastern Cape's health department, under ANC management, is poor and indifferent;
3) acknowledges that is deplorable that the Charlotte Maxeke Academic Hospital in Johannesburg still does not comply with proper and clean conditions;
4) further acknowledges that such unacceptable practices in state hospitals, which are causing the deaths of innocent babies, are bringing about extremely traumatic circumstances for parents and relatives, and are inexcusable;
5) makes an appeal to the Minister of Health, Aaron Motsoaledi, to eradicate these problems immediately by getting rid of incompetent and irresponsible officials and ensuring conscientious implementation of monitoring and evaluation mechanisms and processes; and
6) further requests that the Council debates our health care and its quality.]
