Deputy Chairperson, I move without notice:
That the Council -
(1) congratulates the City of Cape Town ...
And I want the ruling party to listen to what service delivery is -
... which has set aside R1,26 billion in its 2011-2012 draft budget for indigent relief;
(2) notes that over the past five years the city has increased the total amount it spends on its indigent residents by almost R800 million;
(3) recognises that this means that old age homes and hostels will now pay approximately half the rates they used to; and
(4) acknowledges that all indigent households with income levels between R3 000 and R4 000 a month will now receive a rates rebate of 50 per cent.
Hon members, is there an objection?
Deputy Chairperson, he has not mentioned the open toilets. Is that the benefit that they are talking about?
Hon members, there is an objection to the motion.
The objection is about open toilets. It has nothing to do with ...
Hon Ntwanambi, you raised your hand, didn't you? Your hand was up to indicate an objection? In the light of the objection, the motion may not be proceeded with. The motion without notice will now become a notice of motion.
