Chair, I did not want to interrupt the hon member, but I rise on a point of order: In view of your ruling or intervention the other day, is it honourable for a member of this Parliament - an ANC hon member from the Northern Cape, sitting in the front seat - to say to another member, "Hey, Watson, hlala! phansi [sit down]" [Laughter.] Would you rule on that, please.
In all fairness, I didn't hear the comment, but if I were to have heard the comment and be expected to make a ruling, I would say that hon members must refer to each other in an honourable manner.
But Chair, I am making a point of order: The hon member, whom I have clearly indentified, must admit to it or say I am lying.
Hon Mokgoro, did you say that? [Interjections.]

Chair, I, from the position of a veteran, was disciplining hon Watson that we do not behave like that. I take him to be an elderly man, who, if he were a member of the ANC, could have been a veteran himself. However, Chair, I withdraw.

Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of Cope:
That the Council -
1) notes the need for the international community to open up space at the International Monetary Fund for at least a representative from Africa to occupy the post of Deputy Managing Director of the body;
2) further notes the need to renegotiate the need for proper representation of emerging markets in the highest echelons of management of the IMF to reflect the winds of change that are now occurring in world economics; and
3) acknowledges the necessity for a truly transparent, competitive and merit-based elections process without the "voting quota practice" now in place.
