Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of Cope:
That the Council -
1) notes the apparently questionable and unprofessional conduct of Metro Police Constable Velemina Mojela regarding the preservation of blood samples for forensic investigation subsequent to the arrest of Molemo "Jub Jub" Maarohanye;
2) acknowledges the deteriorating levels of professionalism within the service leading to the collapse of trials because of evidence becoming inadmissible through negligence, collusion and incompetence;
3) acknowledges the delays occasioned through such failures by the police which cause a drain on state resources; and
(4) recognises the failure of the government to clearly demarcate the boundary between SAPS and Metro Police over cases.
Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of the DA:
That the Council -
1) notes that according to the Daily Dispatch of 26 May 2011, the MEC for local government and traditional affairs in the Eastern Cape, Mr Mlibo Qoboshiyane, has stated that the Ernst and Young forensic report will not be made available to the new Buffalo City Council;
2) further notes that the previous MEC, Mr S H Gqobana, commissioned the Special Investigating Unit, SIU, early in 2010 to investigate Kouga Local Municipality's poor administration and irregularities according to the Auditor-General's reports and other irregularities, but this report by the SIU was never tabled in the Kouga Council;
3) notes that Mr Qoboshiyane commissioned a forensic audit by the Gobodo group to again investigate the "ailing Kouga Local Municipality", to quote the MEC, and while this Gobodo report has been completed and was to be tabled in the Kouga council on 25 March 2011, it has to date not seen the light of day; and
4) therefore requests that the national Minister immediately intervenes to ensure that all reports since 2006 of every investigation ever commissioned affecting the Eastern Cape Province and its local governments, must be made public with immediate effect and that proper measures are instituted against the perpetrators.
Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of Cope:
That the Council -
1) notes the continuing practice in all ANC-led provinces of overspending on salaries and thereby severely handicapping urgent expenditure on basic services;
2) also notes the perpetual underspending on much-needed school and health infrastructure in these provinces even though R2billion was available in municipal infrastructure grants; and
3) acknowledges the need for more vigorous oversight by both government and the Treasury to ensure that service delivery receives the highest priority and receives the biggest slice of the budget.
Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of the DA:
That the Council -
1) notes that the Free State department of local government and housing splurged more than R300 million on building materials which has been deemed irregular expenditure to hide the department's inability to spend money allocated for the building of houses for the poor;
2) further notes that by November 2010, eight months into the financial year, the department had spent only 27% of its development grant meant to address housing backlogs in the province;
3) acknowledges that the Minister of Human Settlements, Mr Tokyo Sexwale, stated that R313 million be removed from the Free State, a so-called underperforming province, to other provinces capable of spending the additional funding; and
4) realises that based on the price of a low-cost house at R54 000 the R313 million could have built 5 700 houses or have been used to complete scores of unfinished houses in the province.
What a poor show! Sies Vrystaat! [Shame on you, Free State!] Come, let's improve the show! [Interjections.]
Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of the ANC:
That the Council - 1) notes that just days after the elections, the embattled Congress of the People, Cope, is facing yet another leadership spat between its court-appointed leader Mosiuoa Lekota and his right-hand man and spokesperson, Phillip Dexter, who has launched his campaign against Lekota and a scathing attack against the flagging party and its court-appointed and self-appointed leaders;
2) further notes that in a 19-page document titled "Coping with the crisis in the Congress of the People" Dexter acknowledges that Cope has been a dismal failure, ravaged by fraudulent party lists and cronyism of self-appointed mayoral and councillor candidates, and makes revelations that the party is marred by racism and continuous misappropriation and abuse of public funds, resulting in persistent failure to pay staff while some of those aligned to their court- appointed leader stay in expensive hotels and generally use resources as if they are their own personal resources;
3) takes this opportunity to welcome the frank assessment by Dexter, especially his recommendation that the party closes shop; and
4) adds its voice and appeal to those who still hold the faint hope that this flagging party will make it to 2014 to wake up and smell the coffee and see the cream that is being systematically exploited by cronies of their court-appointed leader.
Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of the ANC:
That the Council -
1) notes that the African National Congress, ANC, took almost 79% of the 2011 local government elections in Mpumalanga;
2) further notes that the ANC achieved such an absolute majority despite desperate attempts by the Democratic Alliance and certain media houses and newspapers to peddle systematic cynicism and portray surging discontent against the ANC by citizens in areas such as Balfour and Ermelo that were the site of violent Public Service delivery protests prior to the elections;
3) acknowledges that this absolute majority, especially in places such as Balfour and Ermelo, is a clear declaration and affirmation of overwhelming trust and confidence by the people of Mpumalanga ...
[Interjections.]
... in the agenda and programmes of the ANC to dismantle the legacy of underdevelopment in their communities; and
4) takes this opportunity to extend its profound appreciation to the people of Mpumalanga for voting for the ANC, and to the hundreds of volunteers, candidates and officials for their dedication and sacrifices to tirelessly work long hours to ensure victory for the
