Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of the DA:
That the Council -
1) notes that according to the Daily Dispatch of 26 May 2011, the MEC for local government and traditional affairs in the Eastern Cape, Mr Mlibo Qoboshiyane, has stated that the Ernst and Young forensic report will not be made available to the new Buffalo City Council;
2) further notes that the previous MEC, Mr S H Gqobana, commissioned the Special Investigating Unit, SIU, early in 2010 to investigate Kouga Local Municipality's poor administration and irregularities according to the Auditor-General's reports and other irregularities, but this report by the SIU was never tabled in the Kouga Council;
3) notes that Mr Qoboshiyane commissioned a forensic audit by the Gobodo group to again investigate the "ailing Kouga Local Municipality", to quote the MEC, and while this Gobodo report has been completed and was to be tabled in the Kouga council on 25 March 2011, it has to date not seen the light of day; and
4) therefore requests that the national Minister immediately intervenes to ensure that all reports since 2006 of every investigation ever commissioned affecting the Eastern Cape Province and its local governments, must be made public with immediate effect and that proper measures are instituted against the perpetrators.
